P16 - Ministry of Education and Science of Georgia - MES
According to the Georgian “Law on Higher Education” Ministry of Education and Science of Georgia is the main national authority that defines directions of the national strategy on higher education. Ministry is in charge of making decisions regarding development of the higher education system at institutional, legislative and policy level. Main directions of the Ministry as one of the key players in defining national higher education policy include:
Quality Assurance:
- approves the authorization regulations of the educational institutions and the accreditation regulations of the educational programmers of educational institutions upon the recommendation of a LEPL National Centre for Educational Quality Enhancement;
- approves a framework for higher education qualifications;
Merit-based university admission process:
- develops and approves the regulations of a LEPL National Assessment and Examinations Centre;
Development of Effective Mechanisms of Funding of Higher Education at all levels:
- Defines the mechanisms of allocating state funding through distributing state educational grants and other forms of funding
Internalization of Higher Education:
- approves incentives for foreign citizens to acquire higher education in Georgia
- cooperates with international organizations, foreign countries and their educational institutions in the field of inspection and the assurance of quality of higher education;
Integration of Higher Education and Research, Enhancement of Research activities of HEIs:
- develops institutional basis for integration of higher education and research
approves procedures and conditions for financing Doctoral Programs
Role in the Project
Ministry of Education will be actively involved in the implementation of the project activities. Its representative will serve on Steering Committee of the HERD project and participate in the activities of the project, including attending the managerial meetings, trainings and study visits.
In addition, MES will support the implementation of the project through creating special legislative framework for Online Georgian Research Portal to urge the non-HERD participant HEIs and research centers to register their data (human and infrastructural capacity) in the portal, thus contribute to the development of overall research platform for the research in Georgia and facilitate the inter and intra-university research collaboration on local and international levels.
